The Localism Act of 2011 was sold as a pioneering piece of legislation seeking to find more ways to devolve powers away from Westminster, so that local people could be given more control over how their community developed. Out of it came Neighbourhood Plans, a mechanism to allow local involvement in the development process through which communities decided for themselves how much development they would like to have, and where. More devolution over these kinds of important decisions can only be a good thing; but what came out of the Neighbourhood Plans that were adopted has, in truth, had mixed results. From my own experience, it has encouraged many well-meaning people who care about their communities to use the process to stifle progress and the number of houses built. Alternatively, their decisions have not always been as representative of what the majority of the local community would like to see in order to provide for the next generation. It has meant Local Plans, which are ostensibly prepared and written by borough and district councils, but with the hands of communities holding the pen. Anecdotally, it sounds like neither young people nor those most affected have been involved in the process enough. This may be partly down to their lack of time, an inability to navigate a convoluted and complicated system, or perhaps a feeling of intimidation or hopelessness – that their voices in the matter, which will impact their daily lives in years down the line, rather than in the present moment of struggle, will inevitably be disregarded anyway.
